Resumen:

Information Sharing es una capacidad necesaria para el gobierno electrónico integrado, permitiendo compartir información entre las distintas agencias de gobierno involucradas en la oferta de servicios gubernamentales distribuidos de acceso único. El compartir información sobre recursos comunes facilita y optimiza la respuesta del gobierno tanto en calidad de servicio como en la oferta de nuevos servicios y la respuesta ante emergencias. Sin embargo, esta capacidad no es común en la administración y gestión pública tradicional y cualquier iniciativa que la proponga enfrenta grandes desafíos técnológicos, organizacionales, culturales y financieros que son muy difíciles de atacar desde agencias individuales. En este curso se presentará el problema de Information Sharing en gobierno electrónico, sus beneficios, barreras y alternativas técnicas. Se analizarán modelos y estrategias actuales, comparando arquitecturas y frameworks propuestos por los países líderes en el área, con descripción de aplicaciones concretas. Este curso es de nivel de posgrado, para estudiantes con buen conocimiento de bases de datos, ingeniería de software, y programación para la web.
